South Adams County Fire Department | Building a Scalable Enterprise GIS for Modern Public Safety Operations

Enterprise GIS & Real-Time Public Safety Integration

GeoMarvel partnered with South Adams County Fire Department to guide the transition from an ArcGIS Online–only environment to a fully deployed ArcGIS Enterprise system hosted in a Spatial.Host infrastructure. This engagement focused on enabling advanced GIS capabilities that were not possible in AGOL alone, while laying a scalable foundation to support both day-to-day operations and long-term strategic planning across the department.

Project Highlights

Enterprise GIS Deployment

Implemented ArcGIS Enterprise to provide SACFD with greater control, scalability, and access to advanced analytics and integrations.

ImageTrend Datamart Integration

Developed SQL-based workflows to integrate ImageTrend Datamart into an enterprise geodatabase, unlocking historical and near–real-time incident analysis.

Real-Time Data & Sensor Integrations

Leveraged ArcGIS Velocity to integrate live data feeds from dispatch systems, vehicle cameras, safety sensors, and railroad crossings.

Decision Support & Planning Tools

Extended Esri Solutions and Experience Builder with ArcGIS Business Analyst to support leadership with demographic analysis, service area comparisons, and planning insights.

Enterprise Architecture & Data Integration

A central component of the project was designing a robust enterprise architecture capable of supporting complex public safety data workflows.

GeoMarvel integrated ImageTrend Datamart into ArcGIS Enterprise using SQL-based processes that ensured data integrity, performance, and scalability. This work established a repeatable reference architecture that enables SACFD to visualize & analyze historical EMS incidents into a single authoritative layer, enabling near-real-time visualization, advanced analytics, & data-driven decision-making to support modern public safety operations and long-term planning. See images to the right for reference.

Real-Time Operations & Situational Awareness

GeoMarvel enhanced situational awareness by implementing ArcGIS Velocity to ingest and visualize live data from multiple operational systems, including Tablet Command dispatch data, Samsara dash cams, TrainFO railroad crossing sensors, and Blackline Safety gas detection devices. These integrations provided command staff and field crews with timely, map-based insights accessible both in command centers and on mobile devices within fire apparatus.

To support both operational and executive users, GeoMarvel customized Esri Solutions such as Watch Center and Fire Accreditation and embedded ArcGIS Business Analyst within ArcGIS Experience Builder applications. This approach delivered a unified, intuitive interface that allows leadership to generate demographic infographics, perform buffer and zone analyses, compare service areas, and monitor performance without requiring advanced GIS expertise.

The engagement delivered a scalable, enterprise-grade GIS platform that supports real-time response, operational coordination, and strategic decision-making. SACFD now benefits from an integrated GIS environment that improves data accessibility, enhances situational awareness, and positions the department for continued growth and innovation in public safety operations.
